ARMA is conceptualized as a standalone entity of the African Development Bank Group, created to have a more effective mobilization of private capital in Africa by offering comprehensive guarantee, insurance, and other de risking products across the entire continent. It seeks to address the perceived current market limitations by widening access to risk-based solutions in all African countries including fragile states. It aims to be a one-stop shop for risk mitigation, streamlining and consolidating the AfDB's guarantees and future insurance operations into a single agency, simplifying client engagement, providing tailored risk mitigation solutions efficiently and effectively, leveraging resources at scale and support the development of African institutions engaged in guarantees and insurance. ARMA has the ambition to offer a wide array of products, including credit guarantees, equity guarantees, climate risk insurance and refinancing guarantees, among others, to support diverse investment needs in Africa beyond what is currently possible under the Bank Group. As a result of ARMA’s establishment and operationalization, the AfDB aims to enhance market efficiency by focusing on the introduction and deployment of innovative risk management policies, refined product pricing models, and increased risk appetite to address for example foreign exchange risks to reduce the debt burden for African countries.
