The Office of Integrity and Anti-Corruption (PIAC) of the African Development Bank implements its mandate through two Divisions: Integrity and Prevention Division (PIAC.1) and Investigation Division (PIAC.2). PIAC.1 is responsible, inter alia, for the development and implementation of tools to proactively reduce integrity violations, misconduct, fraud and corruption within Bank Group-financed Operations, for the provision of expert advice to management and field offices on significant integrity concerns, for the assessments of potential ethical and reputational risks, and for the assessments of compliance with conditions for non-debarment and release from debarment in line with imposed sanctions. PIAC.2 is responsible, inter alia, for the conduct of investigation of fraud, corruption, collusion, coercive, and obstructive practices, as well as other malpractices in Bank Group Financed Operations, for the preparation of investigation reports, for the submission of Findings of Sanctionable Practices to the independent sanctioning bodies of the Bank, for the negotiations of settlement agreements in accordance with the Bank’s rules and regulations as well as for the management of cooperation agreements with other investigative offices.
To that effect, PIAC.2 is seeking a LITIGATION CONSULTANT FOR SANCTIONS PROCESSES for the implementation its investigative activities outlined in the Scope of services and deliverable of the assignment.
