The main objective of this consultancy is to independently assess the performance, achievements, challenges, and lessons learned from the Africa SME Program and to prepare a comprehensive PCR that captures:
- The relevance, effectiveness, efficiency, sustainability, and development impact of the program.
- Achievement of expected outputs and outcomes, including SME access to finance, institutional strengthening, and capacity-building of PFIs.
- Insights into implementation challenges and factors affecting performance.
- Recommendations for future SME finance initiatives or LoC-based interventions.
- The results of the assessment should form the basis of tangible recommendations on how the Bank can strengthen its support to the MSME growth life cycle. The focus of the work should be forward looking and consistent with African countries’ context.
- Recommend the best approaches to reach MSMEs and improve the Bank’s impact and effectiveness based on its comparative advantage.
