The services to be provided under the assignment include:

(a) Conducting a Market Study

• Establish the Baseline Scenario: Assess the current status of Zanzibar’s cooking sector, including the cooking energy mix, technologies, and fuels in use. Identify key barriers and drivers influencing the adoption of clean cooking solutions. Map key stakeholders along the clean cooking value chain, including government agencies, private sector actors, NGOs, and communities. Identify market opportunities for scaling clean cooking solutions.
• Assess Gender Dimensions in the Clean Cooking Sub-Sector: Evaluate gender roles in both the demand and supply sides of the clean cooking sector. Identify challenges and opportunities for gender-inclusive solutions. Provide recommendations for gender mainstreaming in the clean cooking strategy, including implementation and evaluation processes.

(b) Develop the Zanzibar Clean Cooking Strategy

• Formulate Strategic Goals and Objectives: Define the vision and mission for Zanzibar’s clean cooking transformation. Set strategic objectives aligned with national and international targets, including SDG 7.
• Develop Key Policy and Programmatic Interventions: Propose policy and regulatory measures to support clean cooking adoption. Recommend incentives and support mechanisms for businesses and households. Integrate gender-responsive and inclusive approaches into policy interventions.
• Develop a Roadmap for Universal Access to Clean Cooking by 2035: Outline strategic interventions needed to achieve universal access to clean cooking solutions. Define clear timelines, milestones, and cost estimates for implementation. Establish indicators for monitoring and evaluating progress.

(c) Develop an Investment Prospectus

• Identify Investment Opportunities in the clean cooking sub-sector: Highlight potential business models and financial mechanisms for clean cooking solutions. Assess funding requirements and potential sources of investment (public, private, donor). Propose risk mitigation strategies to attract investors.
