Terms of Reference (ToR) for Consultancy Service to conduct Environmental and Social Assessment of a potential marine conversation project in Senegal.
In July 2021 United Purpose (UP), in consortium with Nebeday and Réseau Régional d’Aires Marines Protégés en Afrique de l’Ouest (RAMPAO) submitted a concept note Community-based MPAs for socio-economic resilience (the project) to Blue Action Fund in response to a call for proposals focusing on advancing marine conservation and supporting sustainable livelihoods on Africa’s Atlantic Coast. The concept note was accepted by Blue Action Fund and the consortium was invited to embark on the full proposal development process. This involves an extensive Environmental and Social Assessment and Risk Management process. The requirements (deliverables, methodology and stakeholders) for the Environmental and Social Assessment and Risk Management process have already been identified by the consortium and validated by Blue Action Fund. Based on this, we are recruiting a consultant to conduct an Environmental and Social Assessment to look closely at preidentified risks associated with the potential implementation of this project.

Intervention zones: 16 CMPAs across Senegal. Primarily we will be working in 12 CMPAs in the Sine Saloum and Casamance.
Duration: 4 years
Financial scope: 4 million EUR.
Project objectives
v Overall objective: Networks of globally significant marine protected areas and their sustainable use zones are conserved.

- unsustainability of the action with regard to local context, stakeholders, laws
