Terms of Reference (ToR) for
Consultancy Service to conduct a health, safety and security
risk assessment of a potential marine conversation project in Senegal.
Introduction/Background
In July 2021 United Purpose (UP), in consortium with Nebeday and Réseau Régional d’Aires Marines Protégés en Afrique de l’Ouest (RAMPAO) submitted a concept note Community-based MPAs for socio-economic resilience
(the project) to Blue Action Fund in response to a call for proposals focusing on advancing marine conservation and supporting sustainable livelihoods on Africa’s Atlantic Coast.
The concept note was accepted by Blue Action Fund and the consortium was invited
to embark on the full proposal development process. This involves assessing how the project
impacts the health, safety and security of communities and project personnel, and ensuring that the project
promotes and ensures the health safety and security of project affected people,
communities.
To do this, the consortium is seeking a consultant who will conduct
multi
-sectorial risk analysis of the project on the wellbeing themes (although not exhaustive) below.

Intervention zones: 16 CMPAs across
Senegal. Primarily we will be working in 12 CMPAs in the Sine
Saloum and Casamance.
