Objectives, Purpose & Expected results:
The ultimate goal of this contract is to set the foundation to scale the sanitation revolving fund in West and Central Africa. Specific objectives are as follows:
Document and analyse the current sanitation revolving fund in the three countries (Togo, Nigeria and Ghana)including its effectiveness, sustainability, cost-effectiveness, ability to reach poor households (equity) and key implementation steps undertaken by Country Offices to put in place the financing model.
Support the refinement of the models, both the financing model and the deployment models in each of the countries involved - in Ghana, Nigeria and Togo - to enable scale
Conduct across analysis of the models used in the three countries and explore the potential to consolidate these models into a regional revolving fund template which countries may adapt to their specific context, with suggested structure, potential partners from the private and public sector, and proposed roles and
responsibilities of UNICEF COs.
Conduct a feasibility analysis of the fund to scale to all 24 countries in the region, and map potential investors and partners for the fund.
The expected results are a minimum of country-specific knowledge products documenting each country’s model and results,a consolidated regional document on the 3 country models, and a feasibility analysis of the scalability of the model including a list of possible partners from the private and public sector.
